Bitfinex has been operating since 2012, which makes it the oldest major exchange still running, and it has the longest public record of anyone in this set, good and bad. On the good side: it repaid every customer after the 2016 hack, the stolen coins were eventually recovered by the U.S. government, it publishes reserve information, and its trading engine has a professional reputation that its five-star reviews reflect. On the bad side: the 2016 hack itself, and the 2021 New York attorney general settlement over an $850 million hole at a payment processor that Bitfinex covered with Tether reserves, which ended with an $18.5 million payment, no admission of wrongdoing, and a ban on serving New York.
iFinex, the parent, is a British Virgin Islands company, and Bitfinex holds no license from a U.S. regulator or from a major Western market-conduct regulator. Its Trustpilot profile carries a note that the company may be associated with high-risk investments. The reviews split almost evenly between veterans who trust it completely and newcomers whose verification or deposit got stuck, and the company answers almost none of the latter in public.
For a U.S. customer the answer is that Bitfinex is a legitimate, storied, lightly regulated exchange that has declined to serve you since 2017. Anytime Capital is a U.S. money services business with a branch you can walk into, a phone line, and more than 8,000 completed trades.
